It is non-toxiccause it is made from Citric acid ,Sodium carbonate,Sodium bicarbonate and Sodium dodecyl sulfate,which are not toxic

Does this concentrate contain Alcohol or Methanol to prevent from freezing in winter ?
No, it doesn't . There is no any Alcohol or Methanol in it .
How to prevent it from being freezed in winter ?
Add 10% of Alcohol to the water when dissolving the concentrate with clean water ( 3 liters of water )
Note: This product should be placed in a cool place to avoid contact with children. The scope of application
